REQUEST FOR PROPOSALS: APPOINTMENT OF AN EXPERIENCED AND SUITABLY
QUALIFIED SERVICE PROVIDER TO ASSIST THE AGENCY WITH THE IMPLEMENTATION
OF THE REVISED GRAP 104 FOR THE 2025/26 FINANCIAL YEAR

Introduction

The Eastern Cape Rural Development Agency (ECRDA) is a Provincial Public Entity as referred
to in Schedule 3C of the PFMA. The entity was established following a decision by the
Government of the Eastern Cape to consolidate and integrate the overlapping mandates of
provincial entities on matters pertaining to Rural Development and Agrarian reform. The
Accounting Standards Board has revised GRAP 104 Financial Instruments, with the revised
standard effective for financial periods commencing on or after 1 April 2025. The ECRDA is
required to implement the revised GRAP 104 for the 2025/26 financial year and requires
technical assistance to ensure full and compliant implementation.

Bidders are required to properly complete the bid document, attach relevant information
and adhere to the conditions as stipulated below.
