The Eastern Cape Rural Development Agency is a schedule 3C entity in terms of the Public Finance
Management Act,1 of 1999 as amended, with a mandate to promote, support and facilitate rural
development in the Eastern Cape province.

Position : Senior Communications Officer

Task Grade Level : 13
Location : Head Office
Reporting Line : Manager Communication Services
Start Date : As soon as possible
Duration : Permanent 

Main purpose of the Position

    To render /manage website and social media services, events, media monitoring and reputation management within communication services for the ECRDA in line with ECRDA’s strategy.

Minimum requirements

Educational 
  • Bachelor of Social Science (BSc) in Communication (NQF Level 7). Marketing qualification will be an added advantage.

Experience

• 6 years working experience in the field of communication
• 4 years’ experience at middle management level (equivalent of Manager or Director in the public service)
• Must have experience in digital communication
• Proven or evident successful of setting up and managing digital communication platform.
Position : Project Manager: Wool & Mohair

Task Grade Level : 15
Location : Head Office
Reporting Line : Programme Manager
Start Date : As soon as possible
Duration : Permanent 

Main purpose of the Position

    To render technical support for Wool and Mohair industry development within rural development project management.

Minimum requirements

Educational 
  • Bachelor’s degree in Agricultural Management or any relevant NQF Level 7 qualification.
  • A post graduate qualification will be an added advantage.

Experience

• 6 years working experience in the relevant field.
• 4 years’ experience at supervisory level
• Code 8 driver’s license
Position : Project Manager: RED Hubs and Mechanization Centre

Task Grade Level : 15
Location : Head Office
Reporting Line : Programme Manager

Main purpose of the Position

    To render RED Hubs and Mechanisation Centre services to rural development project management.

Minimum requirements

Educational 
  • Bachelor’s degree in Agricultural Management or any relevant NQF Level 7 qualification.
  • A post graduate qualification will be an added advantage.

Experience

• 6 years working experience in the relevant field.
• 4 years’ experience at supervisory level
• Code 8 driver’s license
Position : Programme Manager

Task Grade Level : 17
Location : Head Office
Reporting Line : Executive integrated Programme Management

Duration : Permanent 

Main purpose of the Position

    To develop operational plans to implement ECRDA strategy, and to oversee management and co-ordination of all project management services and stakeholder relations within the integrated programme management.

Minimum requirements

Educational 
  • NQF Level 8 qualification in the relevant field. Project management course or certificate will be an added advantage.

Experience

• 8 years working experience in the relevant field.
• 6 years’ experience at divisional management level (equivalent to director)
• Code 8 driver’s license
Position : Principal Project Manager

Reporting Line : Infrastructure Delivery Management System Manager
Start Date : As soon as possible
Duration : Permanent 

Main purpose of the Position

    To assist with the planning, directing and co-ordinating of rural development infrastructure delivery management operations, deploy and maintain systems and procedures for operating efficiency and optimum performance.

Minimum requirements

Educational 
  • Bachelor’s degree in business management or any relevant NQF Level 7 qualification.
  • A course in project management.
  • A post graduate qualification will be an added advantage.

Experience

• 8 years working experience in the relevant field.
• 5 years’ experience at junior management level
• Code 8 driver’s license
Position : Portfolio Performance Specialist

Task Grade Level : 16
Location : Head Office
Reporting Line : Manager Business Development
Start Date : As soon as possible
Duration : Permanent 

Main purpose of the Position

    To carry out ECRDA mandate on the Business Development initiatives by assessing ECRDA clients’ risk tolerance and perform significant market research to develop portfolios that maximize their financial gains.

Minimum requirements

Educational 
  • Bachelor’s degree in Development Finance or equivalent NQF Level 7 qualification.

Experience

• 5 years working experience in the portfolio management.
• Code 8 driver’s license
Position : ICT Specialist

Task Grade Level : 17
Location : Head Office
Reporting Line : Manager ICT
Start Date : As soon as possible
Duration : Six (6) Months 

Main purpose of the Position

    To develop and execute the knowledge management and information technology in line with ECRDA strategic goals by improving business tools, Information technology systems and introducing other related business-related technologies.

Minimum requirements

Educational 
  • Bachelor of Information and Communication Technology (Honours) (NQF Level 8) or equivalent. MCSA, MCSD, and MCSE certifications would be beneficial.

Experience

• 10 years working experience in the field of information Communication Technology
• 5 years’ experience at supervisory level.
• Must have experience in enterprise architecture and infrastructure, networking systems, database solutions and system analytics
• Proficient in ICT security solutions.
• Proven experience in enhancing software and hardware business tools as well as developing and or identifying business related systems that are fit for purpose.
Position : Economist

Task Grade Level : 14
Location : Head Office
Reporting Line : Executive Trade and Investment Promotion
Start Date : As soon as possible
Duration : Permanent 

Main purpose of the Position

    To implement ECRDA mandate and strategy and integrated regional rural development.

Minimum requirements

Educational 
  • BSc Degree in Agricultural Economics or Commerce in Economics or equivalent with a Bachelor of Commerce Honours (BCom Honours) or equivalent in one of the following fields: Economics, Agricultural Economics, Econometrical Analysis or Econometrics.

Experience

• 6 years working experience
• 4 years’ experience at supervisory level
• Proven / evident successful experience in administration within public or private sector
Position : Executive: Regional Development Centres

Task Grade Level : 21
Location : Head Office
Reporting Line : Chief Executive Officer
Start Date : As soon as possible
Duration : 5 years fixed-term contract 

Main purpose of the Position

    To implement ECRDA mandate and strategy and integrated regional rural development.

Minimum requirements

Educational 
  • Master’s Degree in Economic or Social Sciences or any relevant NQF Level 9 qualification.
  • A Master of Business Administration (MBA) from a reputable institution will serve as a recommendation.

Experience

• 10-15 years working experience in a rural development field.
• 7 years’ experience at Senior Management (Director) level
• 5 years’ experience in a project management environment.
Position : Executive: Research and Strategy

Task Grade Level : 19
Location : Head Office
Reporting Line : Chief Executive Officer
Start Date : As soon as possible
Duration : 5 years fixed-term contract 

Main purpose of the Position

    To render research services for ECRDA which will be a source for the strategic direction of the organisation and lead the organisational planning, monitoring and evaluation of the organisations performance to align to the strategy.

Minimum requirements

Educational 
  • Master’s Degree in Social or Economic Sciences or any relevant NQF Level 9 qualification with a research module.
  • A certificate in strategy planning, monitoring and evaluation.
  • A Doctoral degree (NQF Level 10) and/or Masters in Business Administration will serve as an added advantage.
 

Experience

• 10-15 years working experience in the relevant field.
• 7 years’ experience at Senior Management (Director) level
• 5 years’ experience in research.
• 5 years’ experience in strategy formulation and monitoring and evaluatione
• Demonstrable experience of writing and publishing will serve as an added advantage.
Position : Executive: Corporate Services

Location : Head Office (East London, Eastern Cape)
Reporting Line : Chief Executive Officer
Duration : 5 Years fixed term contract    

Main purpose of the Position

    To provide effective professional leadership, strategic direction, advisory and support services.

Minimum requirements

Educational 
• Master’s Degree in Economic or Social Sciences or Human Resources Management or any relevant NQF Level 9 qualification.

Experience

• 10 years working experience in the related field
• 8 years working at general management level (Equivalent to Chief Director in the Public Service)
• 5 years working experience as the Executive Corporate Service.
• Proven/ Evident successful operational and management within public or private sector 
• Code 8 driver’s license
